Focus on dematerialization of public procurement from 1st October 2018

From 1st October 2018, the award of public procurement equal to or more than 25.000 euros will be 100% dematerialized, meaning that no paper format will be available.

The candidates will receive the public tender documents from a platform of dematerialization set up by the public purchaser.

This platform should allow the documents to be made public for the candidates. Indeed, the platform will publish the notice of a competitive public tender, communicate all the public tender documents, receipt of the application and offers of the candidates.

The use of an electronic signature will not be an obligation in every tender but it might be required by the public purchaser. We do advise the candidates to obtain an electronic signature (electronic signature certificate of level 2) before tendering (indeed sometimes 24h/48 h could be necessary to get an electronic signature).

Another important change is that the candidates will not have to provide the supporting documents that have already been provided in the previous tender (except for the documents that need to be updated).

Eventually, from 1st October 2018, the public purchaser must allow the candidates to have free access to the data on every public procurement equal to or more than 25.000 euros that have been contracted within 2 months since the signature of the contract. The candidates will have access to accurate data such as: duration, subject, amount of the contract and data related to the modification of the contract (additional contract).
